I had the pleasure of working with Scott Freeman when he served as Chief Financial Officer of Lambs Farm from 1999 to 2005. In that position, he was directly responsible for all areas of Finance, Accounting and Information Technology.
Founded in 1961, Lambs Farm is a non-profit organization serving some 250 adults with developmental disabilities with a wide array of residential, vocational, and social/recreational programming. More than two-thirds of our revenue comes from the State of Illinois, widely acknowledged in the field of human services as the worst state in the country for its support of the population we serve. In my 14 years as President and CEO, there has never been a time without the ever-present concern of State payments that are habitually late and threats of reductions in funding.
Despite the lack of support, we are required to abide by an enormous number of both Federal and State regulations in a variety of categories. There are stringent rules and protocols that must be followed rigidly, and we are subjected to regular surveys by HUD, and the Illinois Departments of Public Health, Human Services, Agriculture, and many others. It is a complicated, ongoing process that requires diligence in order to assure we remain in full compliance in every area at all times.
All of these facts together create an environment that can be highly-charged and difficult to manage. My experience with Scott was one of trust in his ability to keep all of these issues in check. He is intelligent, patient, organized in his thinking and creative – all characteristics that are necessary elements in the pursuit of success in a variety of settings, or, as it is in our case, survival if required to depend upon the State of Illinois.
